Stephanie Melchi had her new car Honda Civic towed away from her house in Wahiawa, all the way to Kihikapu St near Honolulu Airport. When she came out and called the Stoneridge tow truck driver, the driver said he needed $160 to release the car. The old law permitted this, but the new law requires the tow truck driver to release the car AT NO COST if the owner is present or shows up.
