If you’re a tug-boater who has a job, congratulations, that’s wonderful! If you’re one who’s been out of work and is looking for another job, would you consider working outside the towing sector of the marine industry? Congress is considering making it a requirement that the owners of U.S.-flagged uninspected fishing vessels “post” their job openings to Americans first before being allowed to hire foreigners to crew their vessels.
